The Modernisers

Generations of commerce with the outside world have given the people of Saga an intimate familiarity with foreign customs and modern innovation, enabling them to rapidly integrate cutting-edge military technology into their forces.

The Saga domain is governed by Nabeshima Mochizuru, the most recent successor in a dynasty of daimyo granted these lands following the Tokugawa victory in the brutal civil wars of the Sengoku Jidai. The Saga distinguished themselves through shrewd political calculation — pledging their allegiance to the Tokugawa cause before the outcome was certain, rather than waiting until the Battle of Sekigahara to reveal where their loyalties truly lay.

Among the domain's most prized assets is the port of Nagasaki — Japan's sole sanctioned gateway for trade with the Western world, and a wellspring of foreign ideas and knowledge. This firsthand awareness of the harsh realities beyond Japan's shores may well explain why the Saga have chosen to back the Imperial Court over the Shogun.

The Saga clan enters the conflict with distinct advantages: unrivaled Western trade connections, mastery of artillery, and advanced shipbuilding and industrial infrastructure. Embracing the modern world carries tangible rewards. Notably, the historical Nabeshima Mochizuru ultimately stepped down from his position and traveled to England to pursue further learning.

The Overseers

Shaped by centuries of governance and administrative mastery, the authoritarian rulers of Obama stand unmatched in their ability to control populations and regulate trade with an iron hand.

The Sakai clan, who preside over Obama, are unwavering pillars of Shogunate support. Their founding lord, Sakai Tadakatsu, occupied the prestigious position of roju — or elder — under Tokugawa Ieyasu, the inaugural Shogun. This role placed him at the very center of Japan's political machinery, granting the Sakai clan extraordinary influence within the Shogunate's administration. The clan could further claim lineage ties to the Minamoto, and kinship connections to both the Tokugawa and Matsudaira clans — making them exceptionally well-positioned within Japan's power structures. Their domain reflects their standing. Though the town of Obama once flourished as a bustling trade port, its prominence faded as Japan turned inward and severed most foreign ties. Even so, it retained its significance as a crucial link to Ezo — the region known today as Hokkaido.

Their deep-rooted expertise in governance translates directly to battlefield and administrative advantages: they receive taxation bonuses, excel at suppressing unrest, manage finances with exceptional efficiency — paying reduced upkeep for land units — and field garrison troops of notably superior quality.

The Betrayers

Born from modest origins, the people of Tsu have cultivated wisdom, cunning, and exceptional strategic instincts. Their command of Ninja operatives — both on the battlefield and in the shadows of covert operations — is unparalleled.

The Todo clan, who govern the Tsu domain, cannot boast the illustrious samurai heritage that many of Japan's great clans proudly display. Their origins are decidedly humble: Todo Takatora began as an ashigaru — a peasant footsoldier — during the tumultuous wars of the Sengoku Jidai. Yet this mirrors the trajectory of the legendary general Toyotomi Hideyoshi, celebrated as one of Japan's three great unifiers. Todo Takatora proved his political acumen by backing the Tokugawa at Sekigahara, earning himself the fief of Tsu — encompassing much of the provinces of Iga and Ise.

Historically, the Tsu clan played a calculated waiting game — outwardly supporting the Shogunate until the last possible moment. At the pivotal Battle of Toba-Fushimi, they threw their weight behind the Choshu and Satsuma domains, aligning with the Imperial forces and providing them a vital strategic foothold to press their advance toward Kyoto. Their geographic position on the mainland — in what is now Mie Prefecture, sitting squarely between Edo and Kyoto — granted them remarkable flexibility in choosing their allegiances. It is this very adaptability that has honed their legendary mastery of shinobi arts.

The Negotiators

Steadfastly devoted to the reigning Tokugawa Shogunate, the distinguished people of Sendai have weathered centuries of upheaval to emerge as formidable tacticians and accomplished diplomats of the highest order.

Date Yoshikuni, lord of Sendai, remains a loyal servant of the Shogunate — a devotion that stretches back through generations to the conclusion of the Sengoku Jidai wars. It was Date Masamune who first proved the clan's worth, establishing the domain under the blessing of the first Shogun. Yet the family's roots run even deeper — originating as the Isa clan under the Minamoto, they were granted control of the Date province and took its name as their own, enduring through centuries of violent conflict through a combination of political cunning, formidable enemies, and fearless warriors. Now, as lords of Sendai, those qualities remain as sharp as ever — even after generations of relative peace.

In battle, Sendai armies benefit from extended time during offensive operations and require less time when holding defensive positions — reducing the urgency of achieving victory. Beyond combat, the Sendai enjoy bonuses to all diplomatic endeavors and demonstrate a broad tolerance toward those of differing allegiances.

As many others say, this IS the best total war game / DLC as of 2025. The reason for the negative review, is that this was once a DLC, which was turn into a full stand alone game, for profits. 10 years after the game

i give this DLC : 7.5/10. slightly better than the main game. the reason for the negative review is they turned a 10$ DLC into a 30$ standalone game !!! === i still played this by launching shogun 2 and exactly playing

My most played total war game. This should be a dlc and not full price. I would wait for a discount/sale where you pay no more than 10-15 dollars(CAD). Can't believe how low this company has gotten.

The campaign is masochistic. I played as Saga and even my Imperial allies declared war on me out of blue. Soon the entire Japan was against me and I had to deal with ships coming from everywhere at every turn. I can't
